We are a chemical heath program located in the Dakota County Juvenile Center working with teenage juvenile offenders with a history of alcohol and/or drug abuse.
We are a Rule 31 outpatient program, serving boys 12-18 housed at the juvenile correctional facility at Dakota County Juvenile Service Center (JSC), in Hastings, Minn.
Our mission is to help every adolescent boy we serve see himself as an exceptional, healthy and strong individual - free from the chains of substance abuse.
We believe, without a doubt, that every youth has the capacity to be a productive, happy, healthy member of society. Through our hands-on, personalized treatment programs, our caring staff has this extraordinary opportunity to build relationships with every youth. And, those bonds grow even stronger once the youth is back in society through our community-based programming.
We also believe in the power of teamwork, collaborating with the correctional staff, Rule 25 assessors, social services, insurance companies, mentors, therapists and job searching.
We help youth become better people through what we call “cognitive behavioral therapy.” This approach helps them think about their actions, motivates them to make smart choices and builds on their strengths. “Criminal Conduct and Substance Abuse Treatment” by Wandberg & Milkman, “Adolescent Co-Occurring Disorders Series” by Hazelden serve as our primary curriculum.

Wrap Around is part of the Odyssey Program and is an integrated method of providing family-centered services for juvenile youth who are receiving help from multiple systems.
The Wrap Around program serves youth from 13 to 19 years old who have a chemical dependency problem.
This collaborative program involves key individuals from all contexts of a person’s life (i.e. friends, neighbors, extended family members, AA/NA sponsors, teachers, therapists, social workers, probation officers, etc). The program works to empower the youth and their families to move forward toward the goal of decreasing their need and dependence on continued formal services.
A good way to look at the Wrap Around process is to remember that nothing is set in stone. We focus on the strengths and needs of each youth and their family and create a program that best meets those needs. The main focus of Wrap Around is that the family will know what to do and who to lean on in times of need – after professionals are no longer working with them.
The Wrap team creates a crisis plan that identifies potential problems ahead of time and how the family and youth can work as a team to avoid the problem. This empowers the youth and family to increase their ability to access any supports they need.
The Wrap team and facilitator also help create plans for day-to-day, sobriety, school, safety and anything else that’s needed. Our facilitators help the family/youth team identify strengths, needs and risks and connect them with appropriate formal and informal services. We even help with tasks like getting a driver’s license, jobs, finding housing and transportation.
